Redding Police Arrest Carjacking Suspect

On May 1, 2020, at about 5:52 pm, 57 year old victim Antonio Sandoval of San Francisco, was in the parking lot of the Redding City Hall. He was getting into his vehicle when Justin Joel Noel approached the victim, brandished a knife and demanded the victim’s keys to his car. The victim gave his keys to Noel and Noel fled in the victim’s vehicle.


Victim Sandoval was able to get a ride from a nearby citizen and followed the suspect and his stolen car. He was able to notify Redding Police and provide updates as to the suspect’s location. Redding Police located the stolen car in the area of Market St. and Lincoln St. and attempted a traffic stop. Noel failed to yield to officers and a slow speed pursuit ensued. Noel led officers back to the area of City Hall and officers were able to block his escape route.


Noel would not surrender to officers after being stopped. There was a short standoff with officers, but Noel was taken into custody after a short physical struggle.


Noel is on felony probation in Shasta County for assault with a deadly weapon. He was booked into the Shasta County Jail for carjacking, robbery, exhibiting a weapon, evading police, resisting police, and violating his terms of probation.
