Redding Police Department and the California Alcoholic Beverage Control (ABC) run operation in attempt to reduce underage drinking.

Redding Police Department officers and agents with ABC conducted a Minor Decoy operation and a Shoulder Tap operation on August 26, 2020, from 5 pm to 9 pm in the City of Redding. Minor Decoy operations involve minors who work under the direct supervision of officers. The minors attempt to purchase alcohol from retail licensees. A Shoulder Decoy operation targets adults who purchase alcohol for people less than 21 years of age. Under the program, minors under the direct supervision of officers will stand outside a liquor or convenience store and ask patrons to buy them alcohol after indicating they are underage and cannot purchase the alcohol for themselves.

Store employees who sell alcohol to a minor face a minimum fine of $250, and/or 24 to 32 hours of community service for a first violation. In addition, ABC will take administrative action against the alcoholic beverage license of the business where alcohol was sold to a minor.   That may include a fine, a suspension or the permanent revocation of the license. The penalty for furnishing alcohol to a minor is a minimum $1,000 fine and 24 hours of community service.

During the Minor Decoy operation four store clerks were cited for selling alcohol to a minor: Brian Keith Munson, age 58 of Redding, Win River Mini Mart, 24155 S. Bonnyview Road; Roswell Christopher Weichers, age 28 of Redding, Smart Stop Market, 4560 Westside Road; Tyler Jordan Carson, age 25 of Redding, AMPM, 4670 Churn Creek Road; John Patrick O’Neill, age 42 of Redding, 76 Station, 2220 Westside Road.

During the Shoulder Tap operation two individuals were cited for furnishing alcohol to a minor: Daniel Eric Gunter, age 47 of Redding; Gregory Charles Hunter, age 33 of Irvine.
