Redding Police Department and the California Alcoholic Beverage Control (ABC) run operation in attempt to reduce underage drinking.

Redding Police Department officers and agents with ABC conducted a Minor Decoy operation on September 11, 2020, from 1 pm to 5 pm in the City of Redding. Minor Decoy operations involve minors who work under the direct supervision of officers. The minors attempt to purchase alcohol from retail licensees under the direct supervision of officers and ABC agents.

Store employees who sell alcohol to a minor face a minimum fine of $250, and/or 24 to 32 hours of community service for a first violation. In addition, ABC will take administrative action against the alcoholic beverage license of the business where alcohol was sold to a minor.   That may include a fine, a suspension or the permanent revocation of the license. The penalty for furnishing alcohol to a minor is a minimum $1,000 fine and 24 hours of community service.

During the Minor Decoy operation two store clerks were cited for selling alcohol to a minor: Mitchel Edward Helsley, age 44 of Redding, Chevron, 1650 Hilltop Drive; James Cameron Williams, age 25 of Redding, CVS 1060 E. Cypress.
